Reconstruction of Verhno-Ivachiv water intake

 

1.       This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business issue of August 5, 2014.

2.       Ukraine has received a loan from the International Bank for Reconstruction and Development toward the cost of Second Urban Infrastructure Project (UIP2), and it intends to apply part of the proceeds of this loan to payments under the contract for “Reconstruction Verhno-Ivachiv water intake”, No. TER-ICB-02L3.

3.       The Utility Company “Ternopilvodokanal” now invites sealed bids from eligible bidders for the following contract:

TER-ICB-02L3:Reconstruction of Verhno-Ivachiv water intake”. Scope of Contract includes design services, plant supply, dismantling works, installation services and civil works, precommissioning, testing and commissioning services and all other services and works along with employer’s personnel training required for reconstruction water Verhno-Ivachiv intake which includes: replacement of submersible pumps units and other mechanical and electrical process equipment on 11 artesian wells; replacement of 4 centrifugal pump units and other mechanical and electrical process equipment on second lift water pumping station; reconstruction of collecting and process pipelines; reconstruction of electric supply equipment; control and metering equipment; video surveillance system; reconstruction of well buildings, and landscaping. Reconstruction shall be completed within 540 calendar days from the contract effective date. Location: Ternopil, Ukraine. More details on scope of works are indicated in the bidding document.     

Qualification requirements for bidders (brief, more details on qualification requirements are indicated in the Bidding Document)

Average Annual Turnover:

Minimum average annual turnover of USD 4,500,000.00 calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2016-2018) prior to the deadline for bid submission.

Financial Resources:

The Bidder must demonstrate access to, or availability of financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet:

(i) the following cash-flow requirement: $ 1,000,000.00.

(ii) the overall cash flow requirements for this contract and its current commitments.

General Experience: Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years (2014-2018) prior to the bid submission deadline.

Specific experience:

  1. Participation as contractor, management contractor, or subcontractor in at least one (1) contract within the last eight (8) years (2011-2018) with a value of at least 2,700,000.00 USD, that have been successfully and substantially completed and that are similar to the proposed Plant and Installation Services. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements.

 

  1. For the above or other contracts executed during the period stipulated in (a) above, a minimum experience in the following key activities: construction or reconstruction of water intake with underground water supply sources with capacity of water intake not less than 10,000 m3/day

4.       Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011, revised July 2014, and is open to all bidders from eligible source countries as defined in the guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

5.    Provisions in the Instruction to Bidders and in the General Conditions of Contract are the Provisions of the IBRD Standard Bidding Documents: Procurement of Plant, Design, Supply and Installation (April 2015).

 

6.       Interested eligible bidders may obtain further information from Utility Company “Ternopilvodokanal”, Uliana Kovalchuk, e-mail: tender@vodokanal.te.ua and inspect the bidding documents at the address given below (1) from 8:00 a.m. to 5:00 p.m.

7.       A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below (1) and upon payment of a nonrefundable fee UAH 5,300.00 or USD 200. The method of payment will be bank transfer to accounts indicated below. The document will be sent by airmail for overseas delivery and surface mail or courier for local inland delivery or can be picked from the address (1) below. However, the Employer does not bear any responsibility for late delivery of Bidding Document.

8.       Bids must be delivered to the address below (1) on or before 10:00 a.m. local time June 14, 2019. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened, in the presence of Bidders` designated representatives and anyone who choose to attend, at the following address (2) at 10:00 a.m. local time on June 14, 2019.

9.      All bids must be accompanied by a bid security of USD 68,000.00 (sixty eight thousand US dollars) or equivalent in a freely convertible currency, or in Ukrainian Hryvnia determined at the official rate(s) of the Ukrainian Hryvnia against foreign currencies established by the National Bank of Ukraine as of the date of the Bid Security issue.
